With detailed experience in government procurement at all levels, we know how to position proposals to meet evaluator expectations and maximize your chances of success. We start with a conversation to align goals and gather key information, then we develop tailored strategies and text. Throughout, we guide the conversation to highlight your organization’s unique strengths and ensure they come through clearly in every proposal.
Melissa Frazier founded Waterleaf Solutions in 2021. She is APMP-certified and brings nine years of experience as a proposal manager and new business development specialist. Throughout her career, she has written, priced, and managed thousands of proposals for public-sector contracts. In her previous role, she led a team whose successful proposals secured contracts worth $20 million annually.
Before transitioning to proposal management, Melissa earned a Ph.D. in Linguistics from the University of North Carolina, Chapel Hill, after completing her studies at the University of Cincinnati. Her dissertation research took her to Yucatán, Mexico, where she conducted a large-scale acoustic study of Yucatec Maya, a living Mayan language. Many of her recordings are archived with The Archive of the Indigenous Languages of Latin America. Melissa has published eight academic papers and received multiple competitive grants to support her research and travel.
Melissa loves making the complex simple. Her deep analytical skills and attention to detail, honed through years of academic research, uniquely position her to craft clear, compelling proposals that resonate with evaluators and win awards.
